Counter hegemonic globalization and participatory institutions: Characteristics of the cities with participatory budgeting in Rio Grande do Sul, Brazil

The proposal of this article is to present the socioeconomic profile of cities that have accomplished participatory budgeting in Rio Grande do Sul (2009-2012). Contextualizing the analysis in the field of counter hegemonic globalization process, this research aims to discuss the characteristics of cities that implement participatory budgeting in Brazil and the development of this public policy in this country.
