The efficiency of Municipal Council of the Rights of Children and Adolescents in Taquara/RS in the formulation and control of children and youth public policies

Abstract

The present article has as main theme the roles performed by the Municipal Councils for the Rights of Children and Adolescents. Its purpose is to identify the effectiveness degree of this democratic space (COMDICA) in the municipality of Taquara/RS. It was sought to understand its needs and potentialities in the performance of its primary functions: the formulation and control of children’s policy, based on the answers collected through semi-structured interviews, and the analysis of collegiate meeting minutes, covering the period between 2017 and 2019. To answer the initially proposed guiding questions, it was necessary the elaborate a qualitative approach methodology. As a main result it was found that the effectiveness of COMDICA is very limited. Such finding is in line with the research guiding questions answers. The main one was that Taquara’s COMDICA does not have tools to condition it to formulate the children and youth policy in a satisfactory way, needing to be better articulated politically so that it is recognized as the central organ of this public policy.
